Every major city in the United States saw median download speeds of at least 200Mbps in the second half of 2025 — and the same was true in almost every state — according to a new report from Ookla Intelligence.
The only states that couldn’t keep pace were Montana, with average download speeds of 194.41 Mbps, and Alaska, with speeds of 166.86 Mbps.
Provider speed and consistency didn’t necessarily correlate with high customer reviews for providers, however.
Among all fixed network providers, AT&T and Frontier were in a dead heat for customer experience, although Frontier won honors as the fastest provider in the fastest states (Florida and Connecticut). AT&T Fiber was the fastest provider in only 11 states but won honors for being the fastest network and best network for video streaming overall.
AT&T Fiber also took the cake for best network overall, coming out ahead of Verizon, Cox, Comcast’s Xfinity, and Charter’s Spectrum.
Nationwide, every state also showed a high level of consistency during the study period. Only nine fell below 90%, with Alaska again coming out on the bottom of the stack with a score of 78,8%. Montana, New Mexico, Wyoming, and Vermont also scored poorly, but still scored above 85%.
On the other end of the scale, Connecticut again came out on top with a score of 93.2%. Florida and North Carolina tied for second place, while Texas, Tennessee, South Carolina, and New Jersey tied for third.
Ookla calculated consistency scores using millions of speed tests from real users. A sampling of the tests was compared to set minimum upload and download speeds.
AT&T Fiber excelled in the study, but its mobile network faltered.
Instead, T-Mobile won out in almost every category. The company took the best overall prize and earned the top spots for speed, consistency, 5G availability, video, and gaming.
T-Mobile was also a favorite among its customers. On a five-star scale, with five being the highest possible score, T-Mobile earned 3.73. Verizon came in at 3.29, while AT&T trailed with a score of 2.98.
The report found T-Mobile was the fastest mobile provider in almost every state, with the exceptions of North Dakota and Maine, where Verizon won, and Alaska, where GCI won. No winner was declared in Vermont or Nevada.
